Kleinman, a nearly century-old, Top Workplace–recognized property management company, is seeking a Full-TimeProperty Manager to oversee a growing cluster of affordable LIHTC apartment andtownhome communities in South St. Paul. This is a roaming role, managing three properties with planned portfolio expansion—meaning greater responsibility andincreased compensation as new buildings are added.

What You’ll Do
As the Property Manager for this South St. Paul portfolio, you’ll oversee the day-to-day operations of two market-rate properties and one subsidized community while ensuring full compliance with LIHTC requirements.
Operational & Resident Experience
- Manage daily on-site operations across three communities, with routine site visits and a strong presence at each location
- Provide outstanding customer service to current and prospective residents
- Respond to resident needs professionally and promptly
- Lead leasing efforts: take calls, schedule tours, process applications, and manage the move-in/move-out workflow
- Ensure units are properly turned, inspected, and made ready in collaboration with service technicians and contractors
- Monitor property conditions and uphold community standards through regular inspections
Compliance & LIHTC Responsibilities
- Complete and review LIHTC files, annual recertifications, interim certifications, and related paperwork with precision for the subsidized community
- Maintain full compliance with all Tax Credit program regulations, deadlines, and reporting requirements
- Coordinate with compliance staff and ownership to ensure accurate documentation and timely submissions
- Prepare for and support agency audits, MORs, and file reviews
- Uphold program policies and ensure residents remain compliant with eligibility guidelines
Leadership & Collaboration
- Work closely with maintenance teams, contractors, and service partners to ensure building operations run smoothly
- Communicate frequently with your Portfolio Manager regarding property performance, resident concerns, and compliance
- Support ongoing improvements to property reputation, occupancy, and resident satisfaction
What We’re Looking For
Required
- Strong LIHTC / Tax Credit Housing experience (file management, compliance, recertifications)
- Property management experience in affordable or subsidized housing
- Exceptional attention to detail and accuracy in paperwork
- Ability to multitask across multiple buildings and shifting priorities
- Excellent verbal and written communication skills
- Strong customer service philosophy
- Ability to work independently while collaborating with a broader team
- Must have at least a 2+ year college degree.
- Valid driver’s license and reliable transportation (roaming role)
Preferred
- Familiarity with property management software or CRM tools
- Proficiency in Microsoft Office Suite
Schedule
- Start Date: January 1st, 2026
- Monday–Friday: 8:00am-4:30pm
- Occasional Saturdays for tour requests or turnover needs
- Must be available for month-end and week-end turnover processes
Compensation & Benefits
- Starting salary: $70,000+ depending on LIHTC experience
